Who es el sujeto. Whom es el objeto. Así eliges la forma correcta.
Who hace la acción (sujeto). Whom recibe la acción (objeto).
Prueba de sustitución: si encaja "he/she", usa who. Si encaja "him/her", usa whom.
"Who called?" → He called.
"To whom should I address this?" → To him. En inglés informal, whom cede terreno a who. En textos formales, whom sigue siendo preferible.
